Why Data is Expensive in Zimbabwe
Data pricing in Zimbabwe is among the highest in Southern Africa due to structural, technical, and economic factors:
A. Landlocked Transit & Transit Fees
Because Zimbabwe has no coastline, Internet Service Providers (ISPs) must pay transit fees to neighboring countries (like South Africa and Mozambique) to use their terrestrial fiber lines to reach ocean cables. Landlocked transit adds substantial "middle-mile" costs that coastal nations do not face.
B. High Operational Costs (Power & Infrastructure Maintenance)
Telecommunications networks rely on stable grid power. Frequent power outages force Mobile Network Operators (MNOs) to run thousands of base stations on diesel generators or solar/battery backup systems.
Fuel, generator maintenance, and battery replacements significantly inflate everyday operating expenses.
Vandalism and theft of copper cables, diesel, and solar batteries at remote base stations further drive up security and replacement costs.
C. Foreign Currency Mismatches
Expenses in Foreign Currency: International bandwidth, network equipment, spare parts, and software licensing must be paid for in US Dollars (USD) or other hard currencies.
Revenue Pressures: ISPs operating in a volatile local currency environment struggle to balance operational costs with consumer affordability, leading to periodic tariff adjustments approved by regulators (POTRAZ).
D. Taxes, Duties, and Regulatory Levies
Telecommunications operators are subject to heavy regulatory duties and taxes. Import duties on network hardware (towers, routers, fiber equipment) combined with Universal Services Fund (USF) contributions and excise duties on airtime/data push total retail prices higher.
E. Market Concentration & Capital Expenditure Recovery
Developing and maintaining fiber cables and 4G/5G mobile towers across sparse geographical areas requires massive capital investment. The domestic market is dominated by a few key players (Econet, NetOne, Liquid, TelOne). Because customer bases in smaller towns and rural areas are relatively small, operators charge higher unit margins to recoup high infrastructure investments.
