You can’t (read: shouldn’t) outsource all the expertise associated with a core mission. Big and important decisions need to be made, and they need to be well informed.
A public sector that actually understands the sectors and technologies, on par with private industry, is a must!
We need a public sector unafraid of getting involved in specific tech systems, and ready to take risks.

The problem is 3-fold: (1) the destruction of public sector capabilities over the last decades (ideology & austerity); (2) the hole filled by private consultants; (3) the money made by the latter which incentivises the hole to get bigger. Brexit is also full of consultants $$
