As I remember and please feel free to correct me if I'm wrong (I suspect you will I get the feeling you have strong feelings about Americans) in Italy ashes are instead sprinkled lightly on the top of the head.

Both forms are approved by our Church and there is no text explicitly outlining how ashes are to be received beyond, "the imposition of ashes." 

Interestingly, it was in Italy, where the practice of ashes on the forehead began-Why? Well, it has nothing to do with being a CIRCUS, but everything to do with practicality; men would receive ashes on their heads and women received them on their foreheads because men did not wear hats in church, but women wore veils or head coverings.

As the tradition of a veil being required for women faded now both men and women now receive ashes sprinkled on the crown of the head.
