It was a compromise to achieve agreement. In the original 1787 U.S. Constitution, House members were apportioned by race using the Three-Fifths Compromise, which counted all free persons plus three-fifths of "all other persons" (enslaved Black people) for both taxation and representation. Indigenous populations not taxed were excluded completely.
