QALY stands for quality-adjusted life year and is one of the best tools we have for doing a cost-benefit analysis of public health policy. The fact that Hugo Keith doesn't know what QALY stands for tells us everything we need to know about this inquiry.

All it's inquiring in to is who to publicly shame for not falling into lockstep with elite herd opinion quickly enough at the beginning of 2020, even though that opinion was wrong on every count.

The inquiry should be asking: Why did the UK’s elite political, bureaucratic and scientific class disregard the Pandemic Preparedness Strategy in March 2020, which was in part based on the recommendations of previous public inquiries into the UK’s response to pandemics and epidemics, and impose a policy that it explicitly advised against, i.e., quarantining the healthy as well as the sick, with catastrophic consequences for children, the elderly and the most disadvantaged? And how can we avoid making the same mistake again?
