Footballers often say that the most difficult thing to do is scoring. Goals are scored by 1 person, just as the goalkeeper makes saves individually

His point is, clean sheets are because of a collective; how the whole team defends (not only the goalkeeper) results into clean sheets, and since the award is made for an indivdual, he says it should be based on individual performace
