No Ron, what you are saying is untrue. The facts are Temporary visa holders (e.g., most work, student, visitor visas) generally have no access to most Centrelink payments at all. Note that Medicare (healthcare) often starts sooner for eligible permanent residents, but income support payments are separate and subject to the NARWP.
Newly Arrived Resident's Waiting Period (NARWP)Australia has a Newly Arrived Resident's Waiting Period (NARWP) for most permanent residents and certain temporary visa holders. This is the time you must wait before accessing many payments and concession.
For visas granted on or after 1 January 2019 (most common now):
a. 4 years for working-age payments like JobSeeker Payment, Youth Allowance, Austudy, Parenting Payment, Special Benefit, and some concession cards (e.g., Low Income Health Care Card).
2. 2 years for Carer Payment, Parental Leave Pay, and Dad and Partner Pay.
3. 1 year for Carer Allowance and Family Tax Benefit Part A.
No waiting period for Family Tax Benefit Part B in some Only time physically spent in Australia as a resident counts toward the waiting period.
Exceptions and Exemptions

So, migrants' do get welfare and support payments, some immediate, some after a waiting period and many that have permanent residence status but not Australian citizens.
This is the core of the LNP claim, that the only people that get welfare support payments, are Australian citizens.
