"Grounding" literally electrically connecting something to the earth/dirt in your yard.
"Bonding" is ensuring all metal you can touch is at an equal potential.
Is there any metal you can touch, or is it all plastic?

Your "main panel" varies state to state, and this is why you are confused. Some put it in the load center. Some states put it in your outdoor meter pedestal, making your "main panel" secretly a sub panel.
