A lot of people are praying for millions while mismanaging thousands. They want God to trust them with abundance while they can't even be trusted with what's currently in their hand.

Stewardship isn't about the size of the resource. It's about the posture of the manager. Are you disciplined when it's small. Are you generous when it's tight. Are you faithful when nobody's checking.

God isn't withholding increase to punish you. He's watching to see if you're ready to carry it.

Both. People can change, and they also reveal parts of themselves over time. Which one dominates depends on the person, the circumstances, and what you mean by "change."
