중앙선거관리위원회는 이번 6·3 지방선거 과정에서 국민의 참정권 행사에 막대한 지장을 초래했습니다. 사고 자체도 납득하기 어렵지만, 이후의 대응과 국민에 대한 해명 또한 충분하지 못했습니다.

국민의 참정권은 어떠한 이유로도 제한되거나 침해되어서는 안 되는 헌법적 권리이며, 이번 사태는 국민주권의 근간을 훼손한 중대한 사안입니다. 국민의 한 사람으로서 그리고 정부를 책임지는 대통령으로서 깊은 유감을 표합니다.

국회는 이번 사안의 진상을 명확히 규명하고 재발 방지 대책을 마련하기 위해 조속히 국정조사를 추진해 주시기 바랍니다. 아울러 선관위에 대한 근본적 제도 개선 방안도 함께 논의해 주시길 요청드립니다.

정부 역시 사안의 엄중함을 고려해, 행정부 차원에서 가능한 모든 조치를 강구하겠습니다. 검찰과 경찰이 참여하는 합동수사본부를 구성해 책임 소재를 분명히 하고, 사건의 전모를 철저히 규명할 것을 지시했습니다.

중앙선거관리위원회 위원장이 국가 5부요인으로 규정된 이유는 선관위가 행정부·입법부·사법부와 마찬가지로 그에 상응하는 권한과 의무, 책임을 지닌 독립기관이기 때문입니다.

국민의 신뢰를 잃은 독립기관은 존재의 의미가 없습니다. 선거관리위원회는 이번 사태를 엄중히 받아들이고, 조직 운영과 선거 관리 전반에 대해 근본적인 점검과 함께 국민이 신뢰할 수 있는 수준의 강도 높은 쇄신과 개혁 의지를 분명히 보여주어야 할 것입니다.
