This is to wash away all the homeless urine, feces and general filth they cause from the night before. But every night the homeless are allowed to come back and camp here

They every morning they are removed and the street are power washed. Rinse and repeat

The company wants to use the parcel to build a short private road connecting its land to a main park thoroughfare, avoiding a much longer existing route.
