A Sub-Saharan African and a Persian don't suddenly belong to the same civilization just because they happen to share a religion. They're different peoples with their own cultures and their own deeply embedded ways of understanding the world and the divine, and those instincts end up shaping how each of them actually practices Islam and any other Religion in the first place.
The loudest evangelists for the religious-civilization framing tend to be people whose own ancestors never managed anything particularly world-changing, so they hitch themselves to the broader religious label and get to go "We wuz Philosophers and Inventors n shiet."
