สีหศักดิ์ พวงเกตุแก้ว รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ให้สัมภาษณ์ทีมข่าว THE STANDARD ชี้แจงถึงเหตุผลที่รัฐบาลไทยตัดสินใจระงับการเจรจาคณะกรรมาธิการเขตแดนร่วม (Joint Boundary Commission: JBC) ซึ่งเป็นกลไกหลักในการเจรจา สำรวจ และจัดทำหลักเขตแดนทางบกกับกัมพูชา เนื่องจากที่ผ่านมา ฝ่ายไทยมีความต้องการที่จะพูดคุยทวิภาคีกับกัมพูชาเพื่อสร้างความไว้เนื้อเชื่อใจ ทั้งในเรื่องข้อพิพาททางบกและทางทะเล แต่การที่กัมพูชาตัดสินใจไม่พูดคุยทวิภาคีกับไทยในเรื่องเขตทางทะเล และเดินหน้าไปสู่กระบวนการประนอมภาคบังคับภายใต้อนุสัญญาสหประชาชาติว่าด้วยกฎหมายทะเล หรือ UNCLOS ทำให้การเจรจา JBC ต้องระงับไว้ก่อน

สำหรับคำถามว่า การเจรจา JBC จะไม่เกิดขึ้นในช่วงระยะเวลา 12 เดือน จนกว่ากระบวนการประนอมภาคบังคับภายใต้ UNCLOS จะสิ้นสุดในช่วงประมาณเดือนกรกฎาคมปีหน้าหรือไม่นั้น สีหศักดิ์ชี้แจงว่า “ต้องดูเรื่องความคืบหน้าของการเจรจาข้อพิพาททางทะเล”

โดยเป็นไปได้ที่หากฝ่ายกัมพูชามีการปรับเปลี่ยนท่าที เช่น ลดการวิพากษ์วิจารณ์โจมตีไทยในเวทีระหว่างประเทศให้น้อยลงหรือไม่มีเลย ก็อาจจะถือเป็นมาตรการหนึ่งในการสร้างความไว้เนื้อเชื่อใจ และฝ่ายไทยจะต้องพิจารณาจากท่าทีของกัมพูชา

“ต้องดูว่าเรื่องข้อพิพาททางทะเลไปถึงไหนยังไง อย่างไรก็ตาม ถึงจุดหนึ่งถ้าเริ่มมีการแสดงท่าทีอะไรบางอย่าง เช่น การที่ไปวิจารณ์และโจมตีไทยในเวทีระหว่างประเทศน้อยลง ลดลง หรือไม่มีเลย เราก็อาจจะเลือกเป็นมาตรการหนึ่งในการสร้างความไว้เนื้อเชื่อใจ ก็ต้องดูท่าทีของกัมพูชา แต่แน่นอนว่าการเจรจา JBC อย่างเป็นทางการมันยังเกิดไม่ได้ตอนนี้”

ส่วนกรณีการสร้างกำแพงกั้นชายแดนของไทยที่ทำให้เกิดข้อสังเกตว่า อาจกระทบต่อบรรยากาศการพูดคุยกับกัมพูชาในอนาคตหรือไม่นั้น เขายืนยันว่า “เรื่องของความมั่นคงเป็นเรื่องที่สำคัญ” และ “ไทยต้องดำเนินการเต็มที่ในการปกป้องผลประโยชน์ด้านความมั่นคงของชาติ” ซึ่งจากสถานการณ์ ณ ปัจจุบัน จึงจำเป็นต้องมีมาตรการต่างๆ เพื่อความมั่นคง

The boat was arrested 7.2 nautical miles from Koh Yor (Koh Kong province), which is within Cambodian territorial waters, not Thai waters.

Cambodia calls for peace while Thailand seeks conflict. Cambodia requested a GBC meeting on December 24, 2025, urging the Thai sides to honor the original peace agreements from July and October 2025 and to permit nearly 1 million displaced civilians to return home.

On the morning of December 8, 2025, Thai soldiers opened fire into Cambodian territory along the Cambodian-Thai border, specifically in the areas bordering Oddar Meanchey and Preah Vihear provinces. Cambodia did not return fire.
