More "fun" perks are typically ones that interact with more niche mechanics, so almost by definition, they can't be as viable. Without crazy number buffs they can't compete.

@ScottJund There needs to be some sort of giga ptb at some point (1-2 months?) where they test iur sweeping changes to perks, killers, base game etc. with changes to that ptb happening every 2 weeks in response to feedback. Ideally, this would be sort of a community made patch at the end.
