When I was a younger professional, I wish I'd have understood how much inherent brokenness there is in every organization. There are degrees of dysfunction, for sure. The question you have to ask is: can I function and meet my goals with the current level of dysfunction that exists in my organization?
If you cannot function well or cannot meet your goals, it's time to make a move. If you're growing, learning, and able to meet most of your goals, a move might not help you. Be careful making a decision because you think the next place will be "better" (for some arbitrary definition of better.)
