for the most part, the physical presence of a physician onsite doesn't have much of an impact on the safety and quality of care administered by the clinic, so this proposition wouldn't have much of an impact on that either, other than the aforementioned business impact
a couple of notes on prop 29 that aren't really clear when you just read the ballot (prop 29 would require dialysis clinics to have at least one physician on site while treating patients)
what this would effectively do if approved is put smaller clinics who can't afford to pay to have a physician on site during all hours of operation out of business, eliminating competition for larger clinics that Can pay
