Southern Air Transport was owned by Jim Bastian in 1994. It hadn’t been owned by the CIA (as part of Air America) since the early 1970s. It was also struggling financially, which eventually led to its Chapter 7 liquidation in 1998. I don’t know about anything else referenced here.
