1⃣Homebuyers paid ₹1.78 cr per flat in 2006-07. 2⃣Possession due Feb 2013. RERA ordered 9.3% delay interest in 2021
3⃣Recovery Certificates of ₹1.81 cr: NOT ONE RUPEE recovered by the Collector in 10 months.
4⃣Bailiffs blocked at the gate.
5⃣Arrest warrants evaded.

The Court's finding is historic: "the Collector and police are "either colluding with the builder or have failed to discharge their official responsibilities."

Action taken:
6⃣Bailable warrants against directors.
7⃣Bank accounts of companies AND directors frozen. Assets stayed.
8⃣Chief Secretary, DGP, ALL Collectors, ALL SPs, ALL banks — compliance affidavits ordered.

📌 For H&UD: The era of shielding non-compliance behind "process" is over. Facilitating enforcement of RERA orders is a constitutional duty, not a courtesy.

📌 For Collector/Certificate Officer: Sitting on Recovery Certificates is no longer inaction. The Supreme Court calls it collusion or dereliction. Recover the dues, or answer for it.
