1) Umbrella Law to End Fragmented Rules
The Central Armed Police Forces (General Administration) Bill, 2026 to be introduced in the Rajya Sabha on March 23, 2026, seeks to replace the current patchwork of separate rules governing five paramilitary forces CRPF, BSF, CISF, ITBP and SSB with a single unified legal framework.
2. IPS Officers Primarly Dominate Senior Leadership
The Bill mandates that 50% of Inspector General posts and a minimum of 67% of Additional Director General posts be filled by officers on deputation. The top two ranks, Special Director General and Director General, are reserved exclusively for deputation, leaving no room for cadre officers at the very top.
3. New Rules to Override Courts and Existing Laws
In a significant provision, rules made under this Act will apply "notwithstanding anything contained in any other law or any judgment, decree or order of any court," effectively giving the Central Government the power to override judicial directions on service matters.
4. Existing Recruitment Rules Stay Until Replaced
To ensure continuity, all current recruitment rules listed in the Second Schedule will remain valid until they are specifically modified, amended or superseded preventing any administrative vacuum during the transition.
