People are not dismissing the fights in jjk. Jjk just doesn't use it's fight as good character writing. The fights in jjk are the best part but not because they have "depth"
If you want to enjoy jjk you have to accept that fights can be a vehicle for good writing.
Every character represents an ideal or an idea, and how they clash is a metaphor for gege's views and social commentary. The fights have depth, strategy, and animation. What's not to love?
