If my 13 yo son has sex with a 15 yo girl, he did not get raped. They are both friend, go to the same school and have similar maturity levels. There is no coersion or power.

But humans want to have sex earlier than that so we made rules that if two teens with slight difference in age want to have sex, then it's okay. Society decided that it was the best for society. But, most states in the USA require at least 14. So no, it would not be "rape" it would just be illegal since both party are under 14, they would both be accused.
