Two major functions of a roads:
- Mobility & Accessibility. The two must be well balanced, otherwise too much mobility will make a city inaccessible and vice versa. Mobility: high-speed & high-capacity roads. Accessibility : low-speed roads, public transport, NMT facilities.

@RwandaInfra To avoid future demolition, a masterplan for utilities is also required. Utility companies should have a reserved area for their services, not necessarily within the road boundaries.

@RwandaInfra Construction of roads is expensive is expensive in @CityofKigali beacause of the two mentioned issues. If secondary cities reserve wide roads now, they will not face the same issue. It is evident that the outskirts of Kigali are the new target for settlement (houses).

@RwandaInfra Secondary cities should be ahead of the game. While @CityofKigali is facing expropriation and utilities issues because the masterplan was established after settlements, secondary cities should be planning for better masterplans now.
