@WhiteHouse Hey, idiot, it's in the Constitution. Congress cannot alter or remove a Constitutional Ammendment by itself. Such an act requires a both Congress AND a Constitutional Convention of the states to vote to ratify. Also the only Ammendment ever repealed was the 18th (prohibition).
