The Nairobi Development/Zoning Policy (which has still remained in draft form for many years🤦♂️) lists the area where those plots are as Zone 13A. Under “NO. OF LEVELS/SKYLINE”, the value is listed as “Single Dwelling”, with the description: “One-family dwelling house, institutions, hotels.”
That seems to suggest hotels like Silva are allowed in the area, and may also explain why the UN has been permitted to construct multi-storey buildings there.

With plans now underway for a major new JKIA terminal, we hope it feels unmistakably Kenyan.
Some airports are memorable because they feel connected to the place they are in. You land once and the architecture, materials, lighting, even the atmosphere stays with you.
PDX is a great example of this. It would be nice to see Kenya’s main gateway lean into that kind of identity and character.
