However, I must emphasize that even important gestures & words about moral responsibility - without Germany paying real & concrete compensation to the victims of war crimes, compensating war losses & returning looted cultural goods - will be treated by Poles as being insincere.

The #coe Committee on Legal Affairs has been working on Lord Keen’s Report on Reparation & Reconciliation Processes & I am delighted with its progress. The aim will be to introduce a mechanism that will oblige Member States to engage in debate re: past conflicts & face sanctions if they don’t. There is no excuse to hide from the negotiation table & this mechanism will prevent that from happening.
