When you realize Caine was coded up to the year 2,000. In episode 1 we see the digital circus pixelated. In Episode 8 we see what Caine looks like in that mode.
It's similar to the movie Wreck it Ralph by screen perspective vs in-game perspective. This would mean Caine is more advanced than current AI. It's also similar to SCP-079. Given that a calendar dates to March and the dates on the computer are 2000 and older. They might have Windows 95 PC's but to manage the needed memory for such a simulated game would require 1998 to 2000 tech but nothing beyond the latest year. Back then PC enthusiasts were few and only hobbyists built their own PC. C&A would have bought some PC's with Windows 98 for the heavy stuff but kept Windows 95 for remote and light work. I can't exactly pinpoint which version but safest bet would be 98.
