You wont fail a mission by killing a civilian but it will tank your grade at the end but thats why its a challenge that not everyone attempt. You are rewarded for going beyond.
@Theoreticalsama@JosephFox_088 thats the point. its police simulation game one of major challenge that sets the game apart from others is that you have to differentiate the civilians from criminals. In elephant the active shooter pretends to be civilian and calls out for help.
