I hate having to block this account, but I think it’s necessary when people deliberately invent stories and present them as real just for views. Using a real video and creating a completely false backstory around it to exploit people’s emotions for engagement is incredibly misleading. I hope more people do the same, so accounts like this stop getting rewarded with engagement for lying to others.

This is misleading. Someone made that suggestion during public comment. A random member of the public can propose virtually anything at a City Council meeting, and the idea was explicitly rejected by a councilmember. LA does have government-funded sexual health clinics, but those provide things like STI testing and HIV prevention.
