Indian football will really miss out on a good crowd if they don't let Shillong Lajong in ISL. It will be a carnival in the streets of shillong if they join the top league. Letting a good team like SLFC rot in the second division is bad for the ecosystem.

Why 13? Why all ISL clubs except East Bengal are hellbent on reducing competition?
If DHFC can’t play, just get Shillong Lajong in as the second best team. They should be the winners and get promoted if the other club gets disqualified.
