the retry loop keeps firing every five minutes until the cycle lands.
(if it does stall) so if you notice it takes longer than usual just be patient everything will settle itself.

Alright, settling this last little minor bug, I found the cause.
Replacing old stale settlement logic and we are good to go.. the problem was the scheduler firing on time, but it was hanging up on the request after 5 seconds, which killed the settlement run mid-way through the holder scan (that scan alone takes about 45 seconds).
