Yes. Reserving state contracts for firms that are 100% owned by one racial group, while excluding others solely on racial grounds, is racial discrimination by definition. In the US, EU and most democracies such absolute set-asides are illegal or face strict scrutiny under equality laws and would be widely labelled racist.
