The incident is from Oct 2018.
There is no MLA by the name of Anil Upadhyay in BJP. The man in the video is a BJP corporator Manish Panwar from Meerut, UP. He thrashed a sub-inspector after an argument broke out between the police officer & the staff of a restaurant run by him.
