124 new affordable homes have opened in Montavilla! Legin Commons, a new development from Our Just Future and @APANOCUF is located next to the @PortlandCC SE Campus, and includes 63 2+ bedroom units for families with children and 20 units for extremely low-income households. /1
The large, leafy site is right on the frequent FX2 @trimet bus line and near schools, groceries, and parks. and includes a community garden, playground, and picnic areas. Utility costs will be offset by high-efficiency HVAC and a solar array funded by the @PortlandBPS PCEF. /2

PHB and the N/NE Oversight Committee presented the 2025 N/NE Neighborhood Housing Strategy Report to the Housing & Permitting Committee. In the past 10 years, the strategy has produced 965 affordable rental homes, created 134 new homeowners, and more.

Today, PHB announced $10M in Portland Clean Energy Community Benefits Fund (PCEF) grants for energy efficiency and renewable energy upgrades like solar, heat pumps, and other investments in new regulated affordable multifamily housing.

Earlier this month, we were elated to join Related NW, @Centro_WashCo, @multco Chair @jvegapederson and other partners to celebrate the grand opening of Alder 9, a 159-unit affordable housing project in Buckman focused on serving older adults and multigenerational households. /1
Already fully leased, Alder 9 includes 25 units of Permanent Supportive Housing (PSH) for those exiting homelessness, with services from @ImpactNW, and 53 deeply-affordable homes. Centro runs an on-site employment/education hub, and @engageforlife offers age-friendly programs. /2
As part of its commitment to expanding economic opportunity and ensuring fair access to contracting and workforce opportunities, the City has launched a disparity study to identify systemic barriers that may hinder inclusive access to contracting and workforce opportunities for historically marginalized communities.
City Council authorized the study, which is currently underway and expected to be completed in fall 2026.
Keen Independent Research has been engaged to conduct a comprehensive analysis of whether disparities exist in the participation of historically disadvantaged businesses and workers in City contracting and in the local marketplace. The results will help inform City policy decisions and guide future efforts to support historically disadvantaged businesses and workers.
