The thing about Jon Bernthal as The Punisher that’s so frustrating is that he is genuinely a perfect actor to play Frank but he’s not interested in telling any new or exciting stories with him. It's just such a mistake to introduce Doom as this Thanos-level multidimensional villain in his first outing. Spending time with Victor and the many facets of his humanity, strengths and flaws, is what makes him a great character, not "having all the powers"
