My guess is Bessent and the team in Treasury have and have had (present and past tense) the transactional records (from payment processors using anti-terror powers) to understand the networks quite well and who they implicate in Congress and the permanent bureaucracy. This is an effective inversion of the Supremacy Clause and discrimination based on citizenship, which is a gobsmacking perversion because the discriminated class IS the citizenry.

A local DA doesn't like Federal immigration policy, so she makes prosecution decisions based on whether you are the preferred class (illegal aliens) or the discriminated class (US citizens).
