The Zelensky administration has not understood that Trump's deal-making to end the war is not goal oriented - it is oriented to meet Trumps's needs for narcissistic supply. That's what we witnessed in the Oval Office. Starmer and Macron do understand this about Trump, but they underestimate how far that goes in practice - and also how far Trumps's politics is dismantling US state capacity to be a coherent actor on the global stage. They are appealing to a US that is in part no longer there.
