@krishnabgowda Do you know ORR from Deva Gowda petrol bunk to Sarakki signal how much road occupied ? Forgot footpath road itself occupied and no one has guts to clear this. Sometime only one can can move that much road occupied and underpass almost 1 year work is happening never completed.
1) Karnataka Govt's Transport Dept does not seem to understand difference between carpooling & ride-sharing. Their recent statement indicates as much.
For their benefit, let me explain.
In carpooling, the owner of a private vehicle is heading to a pre-fixed destination of his choice and shares the ride with co-passengers on the route that he/she is taking. He will make the journey even if he doesn’t get the co-passengers. The passengers, including the owner, share the expenses of the journey & neither of them make a profit out of the journey. In other words, only private, white-board vehicles can involve in carpooling (See first picture).
On the other hand, ride splitting is like UberPool or Ola Share. A driver-for-hire with a commercial yellow-board taxi vehicle takes multiple passengers in the car & drops them wherever each passenger wants to go, on a common route with small detours. In this, only the co-passengers split the cost of the journey & the driver profits from this activity. This is done in a yellow-board, commercial vehicle (See second picture).
When the Govt says, they will permit carpooling in a yellow-board commercial vehicle, but not in a private white-board vehicle, it shows that they haven’t understood the very concept of carpooling.

So if people are already carpooling at their levels, what's the role of an aggregator? Why do we require one?
Suppose a person working in Manyata Tech Park is heading to his office from Basavanagudi at 8 am. He will need to find a ride along that route at that time. Similarly, when he finishes work, he also needs to find another ride heading towards Basavanagudi.
This person would not be aware who, among the thousands of people working in Manyata, is taking the same route at the same time as him and is heading to the same destination.
This is where an aggregator can fill the gap by hosting shared rides on a digital platform & act as a medium of communication. Naturally in return for the service, the aggregator takes a small fee for the service of connecting the rides. Remember, this is not a fee for carpooling, but a service charge for connecting co-passengers.
Govt of Karnataka is not clear on the policy regarding the aggregators. This is where my request of framing appropriate regulations to facilitate aggregator comes to play.

It's learnt that Govt of Karnataka is contemplating levying a penalty of Rs 5,000/10,000 on those found both users and aggregators of carpooling apps for plying with non-commercial, private vehicles. It has also said commercial vehicles with yellow plates can be used for carpooling. This is, in effect, stopping carpooling & asking people to shift to ride-splitting. First, the Govt must understand the difference between the two.
Given the state of the city's traffic, GoK needs to encourage carpooling & any other form of shared mobility that will reduce the number of private vehicles on the road. Our policy objective must to be to move people and not vehicles. But GoK is curtailing carpooling by banning aggregators.
Karnataka Motor Vehicles Rules do not currently define carpooling & has no provisions for it. GoK needs to amend the law to suit the current scenario & regulate this activity. No carpooling aggregator can apply for a license under the current rules as it is not yet defined.

I've seen that people are asking Centre to address issue of carpooling, stating that the state government has no role to play in this.
They must note that Ministry of Road Transport & Highways, GoI, has already issued Motor Vehicle Aggregators Guidelines in 2020. While permitting carpooling, it has left it to the states to define the rules on ride-sharing, safety of passengers & instructions on detour of the route (See the third picture).
It has also said: To reduce traffic congestion & utilise vehicles fully, non-transport vehicle pooling may be provided by Aggregator unless prohibited by the State Government. If prohibited, reasons must be specified (See the fourth picture).
The ball is, thus, now in Govt of Karnataka's court. Which is why I have requested CM to make appropriate rules to facilitate carpooling.

Many countries like Singapore, France, US have created exemptions allowing private vehicles for carpooling to address urban congestion.
DCM @DKShivakumar recently travelled to Singapore to see their best practices.
Urge him to also take cue from their Car Pooling Exemption Order & facilitate carpooling in Bengaluru.
