अगर 2027 में योगी सरकार फिर से सत्ता में नहीं आयेगी तो ये इसके सबसे बड़े कारणों में से एक होगा और इसके बारे में कोई बात नहीं करेगा क्योंकि ये समस्या ग्रामीण है शहरी नहीं।

हुआ ये है कि आपको 2019 में लोकसभा चुनाव के ठीक पहले चलाई गई किसान सम्मान योजना का याद होगा जिसमें हर उस व्यक्ति को 500 रूपये दिया जाने लगा जिसके नाम राजस्व अभिलेखों खतौनी में खेती की भूमि दर्ज थी।

अभियान चलाया गया। लोगों के फॉर्म भराए गये। रुपया मिलने लगे और मोदी सरकार के 2019 में वापस सत्ता में लौटने का बड़ा कारण ये भी था।

ये कृषि विभाग की योजना थी और इसमें हजारों ऐसे लोगों को भी रुपया मिले जिनके नाम खतौनी में कोई कृषि भूमि थी ही नहीं ।
उनके नाम हटाए गए।
(संख्या कितनी थी,जब कभी इस योजना का ऑडिट भाजपा सरकार जाने के बाद सही से होगा तो पता चलेगा)

मुख्यतया इस फर्जीवाड़े पर रोक के लिए सरकार ने फॉर्मर रजिस्ट्री योजना चलाई जिसमें कृषक का आधार (जो सरकार ही बताती है कि नागरिकता का आधार नहीं), मोबाइल नंबर, खेत नंबर की खतौनी और किसान की फोटो जरूरी है।

बात यहां तक रहती तो ठीक ही था पर अति उत्साही अधिकारियों ने महाराज को समझा दिया कि हम 100 प्रतिशत किसानों के 100 प्रतिशत खेत नंबरों का सत्यापन करवा के झंडे गाड़ देंगे।

अब इसमें राजस्व और विकास विभाग भी सम्मिलित हुए, राशन विभाग भी, सहकारिता भी, खाद बीज वाली सोसायटी भी।

राजस्व इसलिए कि खेत का विभाग उनका। बाकी और विभाग भी जो किसानों को खाद बीज देते।

शुरू में सब अच्छा अच्छा था पर अब यहां एक नई समस्या पैदा होने लगी।

पहले एक किसान की फॉर्मर रजिस्ट्री होनी थी बात खत्म।
पर फिर हुआ कि हर किसान की जितनी खेती होगी उसके सभी खेत नंबर जोड़ के फॉर्मर रजिस्ट्री होगी। और उसी हिसाब से उसको खाद बीज मिलेगा।

मान लीजिए अगर रामलाल के नाम दस अलग अलग खेत नंबर हैं जिनमें दस बीघा जमीन है पर रामलाल अपनी एक बीघा जमीन की फॉर्मर रजिस्ट्री करवा गया तो उसे एक बीघा का खाद बीज ही मिलेगा।

समस्या उनके साथ है जो पहले फॉर्मर रजिस्ट्री ऐसे ही करवा चुके और जब सोसायटी जाते हैं तो उन्हें दस की बजाय एक बीघा खाद मिलती है।

ये ऐसा मकड़जाल फैला दिया गया है जिसमें किसान, सोसायटी, ब्लॉक, तहसील, सभी परेशान हैं क्योंकि अमूमन आधार कार्ड में जिनका नाम बी एल शर्मा पुत्र आर के शर्मा होगा। खतौनी में उनका नाम बांकेलाल पुत्र रामकुमार होता।

अब किसान या तो आधार सुधरवाये या तहसील के चक्कर लगाये क्योंकि दोनों में नाम अलग है।

उधर तहसील की अपनी समस्याएं हैं कि जमीन के मामले में इतने फ्रॉड होते हैं कि नाम सुधरवाना कठिन है और आधार कार्ड में नाम बदलवाना भी आसान नहीं।

फिर सारे खेत नंबर केवल किसानों के नहीं होते। अमिताभ बच्चन यूपी में आकर फॉर्मर रजिस्ट्री करवाएंगे या अंबानी।
जमीनें उनकी भी हैं

अभी खरीफ का सीजन आने वाला है।
खाद के लिये हाहाकार मचने ही वाली है क्योंकि 100 प्रतिशत किसानों के 100 प्रतिशत खेत नंबरों की फॉर्मर रजिस्ट्री संभव नहीं और सोसायटी वाले उस किसान को जब मना करेंगे जिसका नाम आधार और खेत में अलग है जिस वजह से उसकी फॉर्मर रजिस्ट्री नहीं हुई कि तुम्हें दस बीघा नहीं एक बीघा की खाद मिलेगी तो वो किसान भी हल्ला काटेगा।

मैं इस मामले पर और भी बहुत कुछ विस्तार से लिख सकता हूं पर लिखूंगा नहीं।

प्रीपेड स्मार्ट मीटर और बिजली कटौती की तरह फॉर्मर रजिस्ट्री बहुत बड़ा नुकसान करने वाली है यूपी में भाजपा को। क्योंकि इससे कृषक और कर्मचारी दोनों परेशान हो चुके हैं।
(यहां ये बताना जरुरी समझ रहा कि जब ये योजना शुरू हुई थी तो साल भर इसके सर्वर सही काम नहीं करते थे और सर्दियों की रात में प्रशासनिक अधिकारी काम करवाते थे कि अभी सर्वर ठीक चल रहा, अभी करो। अखबार में कटिंग मिलेंगी आपको)

कुछ बेहद रसूखदार बड़े आई ए एस अफ़सरों द्वारा कुछ खास लोगों को बचाने के लिये बनाई एक चतुर योजना अपनी आवश्यकता से अधिक महत्व के कारण वर्तमान सरकार को भविष्य में बहुत भारी पड़ने वाली है।

बहुत सी बातें बस गोपनीयता की वजह से नहीं लिख रहा।

Prime Minister @narendramodi and the people of India once again uphold the Neighborhood First policy through the timely shipment of 38,000 tonnes of petroleum to Sri Lanka.

India has consistently stood as Sri Lanka’s first responder in times of crisis, from critical supplies to economic assistance, which is a true reflection of its Neighborhood First policy. As a region, it is key that countries work together as strategic partners for the betterment of the region.

We call upon the Sri Lanka Government to consider a model similar to India’s recent fuel tax adjustment. India reduced excise duty not to immediately lower prices, but to stabilize the market and prevent further increases during global oil price shocks.

As Sri Lanka moves forward, the government must also strengthen its own economic policies. While fiscal discipline is important, reducing excessive tax burdens, as seen in India’s more growth-oriented approach, could help stimulate investment, ease pressure on citizens, and support long-term recovery.

A clear reminder that strong partnerships must be built and protected, not politicised.

When I applied for a transfer on spouse grounds, why was it neither approved nor rejected on time? After 5 months of continuous follow-up, I received a casual WhatsApp message stating that the request was not submitted through the portal. Is that an official response? Is this the standard of communication your institution follows?

When I applied under extreme compassionate grounds, what happened to that application? There was no portal-related condition for such a request, so why was I never informed about its approval or rejection?
