@VaChangeAgent This is spot on. I have been following state (planning) legislation since 2002. Traditionally the state government likes to "try out" legislation with a few communities first before expanding it state wide.
@AssocAnderson I believe that there are caps on monetary damages for tort claims against local governments in Virginia. Does this bill affect that? If it does, it would be easy to bankrupt small towns.
