Perfect solution! Nudge rather than shove people towards E20. I gather, E20 also requires special storage facilities which most pumps don't have. That leads 2 contamination (mostly with water) & corrosive effects on vehicle pipes etc. Option will give GOI time 2 build capacity.

I don't know the science and engineering of ethanol in cars. But let's assume that it is safe but leads to drop in mileage as which is the Government's official position.
Now, try a market solution instead of mandate. Price it lower while selling less blended/non blended at higher rates. Let consumers choose.
