I documented my methodology for verifying pharmacovigilance compliance through publicly available documentary records and senate testimony. The preprint and codebook include: coding framework, evidence matrix, dataset construction, inclusion/exclusion rules, and audit criteria. This makes the analysis transparent and replicable.
The dataset paper, codebook, and evidence matrix verify the findings. Every classification is reproducible directly from the dataset. The evidence matrix shows each output. Full data paper includes dataset, codebook, replication variable definitions, and replication code.
The methodology applies beyond pharmacovigilance to other regulatory implementation settings, public administration, emergency management, government programs, integrity and oversight systems, and performance auditing.

In February 2021, the TGA published its COVID-19 Vaccine Safety Monitoring Plan: 17 enhanced pharmacovigilance commitments covering 68.4 million doses administered under provisional approval to 21.2 million Australians.
Four independent Commonwealth processes have since corroborated the same finding: implementation of the Plan as a distinct, tracked monitoring program cannot be independently verified through the documentary record.
