ISLAMIC DEVELOPMENT BANK'S EXECUTIVE BOARD APPROVE FINANCING FOR STANDARD GAUGE RAILWAY WORTH EUR 650.75 MILLION.
This is the largest amount ever approved by the Board for a single project in Uganda.
The IsDB Board made the approval on the sidelines of the 51st Islamic Development Bank Group Board of Governors’ Annual meetings held in Baku, Republic of Azerbaijan (16th to 19th June 2026) under the theme, “Regional Integration for Sustainable Prosperity.”
The PSST Dr. @rggoobi who is the Temporary Governor led @GovUganda delegation and affirmed Government commitment to achieving financial closure for this project by November 2026.
The financing from IsDB will be used to construct the Jinja Nile Bridge (553m); the Mbuya-Kampala tunnel (2.12 km); Six (6) Stations: Tororo, Iganga, Jinja, Lugazi, Kampala East, and Kampala City and three (3) Workshops: Kampala East, Jinja, and Tororo.
As at end of May 2026,
IsDB and Uganda had eight (8) signed public operations (loans and grants) worth USD 896.55
million and these are dominated by the Integrated Transport Infrastructure Services Program with projects worth USD 721 million.
The projects financed by IsDB include: Technical and Vocational Education and Training; Upgrading of Muyembe Nakapiripirit Road; Upgrading of Rwenkunye–Apac–Lira–Acholibur Road Project; Irrigation Schemes Development in Unyama, Namalu and Sippi.
The other projects are: Upgrading of national roads in Uganda (Upgrading of Katine Ochero, including construction of 6km of town access roads in Kaberamaido and Kalaki towns; Construction of Masindi Port Bridge; Upgrading of Kyenjojo (Kihura – Bwizi – Rwamwanja-Kahunge & Mpara – Bwizi and associated town roads).
IsDB is also financing the upgrading of Kumi-Ngora-Serere-Kagwara Road project & establishment of Regional Oncology Centers in Arua and Mbale.
At the Governors’ Round table, the PSST @rggoobi thanked the IsDB for the Concessional Fund (ICF) launched in 2026 and aimed at driving IsDB's total concessional financing to approximately 15% of annual approvals, bridging the gap between rising global debt and sustainable development.
Dr.Ggoobi said this Fund is crucial in light of the declining traditional foreign aid flows, both in volume and reliability-widening the financing gap.
Given the changes in the global financial architecture,the PSST said there is need for Multilateral Development Finance Institutions such as IsDB to reform and become more inclusive, adaptive and responsive to the needs of their member countries.
WE PRESENTED A GOOD BIG BUDGET- GGOOBI
Speaking at 5th edition of the ABSA-NTV 2026/27 Post Budget Dialogue this morning, the PSST @rggoobi described the national budget for FY 2026/27 which was presented yesterday as a good big budget with so many opportunities for Ugandans to harness.
The PSST said revenue is growing, adding that the domestic revenues for next financial year which amounts to 45 trillion shillings will fund the discretionary budget of about 57 trillion shillings.
He emphasized that Government has allocated 95% of the discretionary resources to the ATMS and the key enablers, adding that the key priorities of the budget are production and productivity, value addition, exports and job creation.
Dr Ggoobi also said Government will implement key reforms to achieve the Tenfold Growth Agenda. The reforms are aimed at eliminating waste, corruption, delays and inefficiency.
He highlighted enforcement of budget discipline and accountability effective FY 2026/27 as part of the performance contracts for Accounting Officers.
He said Accounting Officers will sign a budget discipline and accountability charter which provides for sanctions against breaches of accountability rules in planning, budgeting and execution of public resources.
The PSST said Government will also fully implement reforms to fight corruption through procurement by ensuring transparency and accountability.
Dr. Ggoobi said Government will continue to enforce trade order. The other reform he noted is strengthening governance, oversight and performance of state-owned enterprises.
The Executive Director ABSA Bank, Michael Segwaya said the success of the budget is measured by its allocation and implementation.
“We recognize that budget is just a direction, it’s about translating policy into a practical dialogue and what that actually means to our businesses,” he said.
EMBEDDING ADAPTATION & RESILIENCE IN UGANDA’S SOVEREIGN DEBT DYNAMICS AND CREDIT PROFILE:
Uganda’s Ministry of Finance, Planning, and Economic Development (MoFPED) is integrating the economic and fiscal benefits of resilience investments into debt sustainability analysis.
The aim is to demonstrate, in practice, how these investments affect growth, fiscal outcomes and creditworthiness,in addition to providing first proof-point for broader reforms.
This Interim report sets out a practical approach to make the returns on resilience visible in sovereign debt dynamics and credit profiles. When such gains are understood, they can unlock the capital flows that countries like Uganda urgently need.
It should be noted that Climate-related risks are increasingly reflected in debt sustainability analyses (DSAs) and sovereign credit ratings. As risks rise, borrowing costs increase and fiscal space tightens.
Agriculture and agro- industrialisation for example, which are central in our Tenfold Growth Strategy remain highly exposed to climate change and nature degradation, posing a significant risk to sustained growth.
According to PSST Dr. @rggoobi, Uganda must invest in climate adaptation and resilience to safeguard its development and preserve its creditworthiness. He said these investments are essential for building long-term resilience against escalating climate, nature and terms-of-trade shocks.
“The international financial system does not yet adequately recognize adaptation and resilience investments. Sovereign risk assessments, which influence investment decisions, access to finance and the cost of capital, often capture only the upfront fiscal costs of these investments, without fully reflecting on their long-term benefits,” said Dr. Ggoobi.
As result, the PSST noted that borrowing costs may rise and fiscal space may shrink precisely when countries are making investments that reduce future risks, adding that this makes it harder for countries like Uganda to finance resilience on affordable terms.
“Our hope is that other countries will build on this work and join us in making the case for resilience investment. Together, we can help ensure the relevant institutions recognise investment in resilience as not just a fiscal cost, but an investment in sustainable growth, stability and development,” said Dr. Ggoobi.
Uganda is the Co-Chair of the Coalition of Finance Ministers for Climate Action and is the first country to apply this approach, creating a proof point for how the benefits of Adaptation and Resilience measures can be recognised in sovereign risk assessments.
