The aircraft as of my best guess since flightradar didn't get enough ADS-B data from the transponder is N88. Bombardier 604 Challenger

@PCat2020 @BGatesIsaPyscho @elonmusk The aircraft is used for flight inspection according to the list. This in my opinion was a flight test of an NDB Navigational Aid (https://t.co/Eplsw1OD7O)

The screenshot shows the location on the sectional chart of the NDB and it matches the location of FR24.

I did a quick search of the C172 aircraft (https://t.co/yPHFqxiRor) it is assigned to a patrol company. This could have been a search and rescue operation or speed enforcement via aircraft.
