Anyone can do it btw... and people have done it. The top burner has executed 212 burns, some of which I'm sure were contracts.

We've sent $PRIA to various contract addresses like $ampl and $paxg to name a few. This won't stop the process because $PRIA can burn inactive tokens on contracts too.

For the $PRIA in Uniswap LP to be burned, the LP needs to be inactive (0 buy/sell trades) for 60 days (25% burn) and 60 days (100% burn) respectively.
