It was on her desk, how easy would it have been to accept all the recommendations in full and allow the next government to have to deal with how to pay for it?

The SEND system is buckling on every level. It takes far too long to get an initial assessment. The number of pupils with EHCPs has risen and funding hasn't kept pace. It all causes distress to children, families and school staff, and they deserve better.
