140 कैदियों को रिहा न करने पर उत्तराखंड हाई कोर्ट नाराज

उत्तराखंड हाई कोर्ट ने रिहाई के पात्र 140 कैदियों को जेलों में रखने पर नाराजगी जाहिर की है। कोर्ट ने इसे प्रशासनिक लापरवाही बताया। इनमें कई कैदी ऐसे हैं जिन्हें पांच-छह साल पहले रिहाई मिल जानी चाहिए थी। हाई कोर्ट ने दो हफ्ते के भीतर एक बोर्ड के गठन का आदेश दिया।

IJR 2025 के मुताबिक,
📌18 बड़े राज्यों की जेलों में उत्तराखंड का आखिरी स्थान है।
📌देश की जेलों में क्षमता के मुकाबले सबसे ज्यादा कैदी (183%) उत्तराखंड में हैं।
📌जेल अधिकारियों के सबसे ज्यादा (69%) पद उत्तराखंड में खाली हैं।
📌राज्य की जेलों में डॉक्टरों के 10 में से 9 पद रिक्त हैं।
📌देश की जेलों में क्षमता के मुकाबले सबसे ज्यादा कैदी (183%) उत्तराखंड में हैं।

CJI ने IJR 2025 का हवाला देकर कानूनी सहायता की दयनीय स्थिति दिखाई

CJI संजीव खन्ना ने NALSA के एक कार्यक्रम में कहा कि कानूनी सहायता के प्रति जागरुकता केवल उपदेशों या जटिल शब्दों के जरिए नहीं लाई जा सकती। यह जमीन पर असर डालने वाले प्रयासों से ही संभव है। CJI ने इस मौके पर इंडिया जस्टिस रिपोर्ट 2025 का हवाला देकर बताया कि प्रति कानूनी सहायता क्लीनिक और गांवों का अनुपात 1:163 है, प्रति लाख जनसंख्या पर केवल तीन पैरालीगल वॉलंटियर्स हैं और कानूनी सहायता पर राष्ट्रीय स्तर पर प्रति व्यक्ति खर्च मात्र ₹6.46 है।

IJR 2025 के मुताबिक 2019 से 2024 के बीच देश में पैरालीगल वॉलनटियर्स की संख्या में 38% की कमी आई है। इनमें तमिलनाडु, राजस्थान और पंजाब में सबसे ज्यादा कमी आई है। देश में इस समय 53 हजार प्रशिक्षित पैरागीगल वॉलनटियर्स हैं, जिनमें से केवल 14,691 ही तैनात हैं।

UP बोर्ड परीक्षा में 182 कैदी हुए पास

उत्तर प्रदेश में 10वीं और 12वीं की बोर्ड परीक्षा में 91-91 कैदियों ने सफलता हासिल की है। कारागार मंत्री दारा सिंह चौहान और राज्य मंत्री सुरेश राही ने सभी उत्तीर्ण कैदियों के उज्जवल भविष्य की कामना की है।

इंडिया जस्टिस रिपोर्ट 2025 में उत्तर प्रदेश की जेलों में रैंकिंग 18 बड़े राज्यों के बीच 16वें स्थान पर रही, जिसमें पिछली IJR के मुकाबले एक स्थान का सुधार आया है।

Goa to transform Central Jail into an Open Jail

Goa's Colvale Central Jail may be converted into an open or semi-open prison. Recently, a team of jail officials from the state visited open prisons in other states, prepared their report, and sent it to the government. Additionally, a petrol pump may be set up outside Colvale Jail, where prisoners will work.

Goa is one of the 11 states that currently do not have the open or semi-open prison system. Last year, the Supreme Court suggested the establishment of open prisons to ease the pressure on the prison system and promote the rehabilitation of inmates. Under the new prison rules framed in 2021, the state has paved the way for the creation of open prisons, semi-open prisons, and open colonies and camps.
