Three years later and it's still 100% true: millions of peaceable Americans own these firearms precisely because they're effective for self-defense in a civilian context, and banning them is as idiotic as it is unconstitutional.

Their bill exempts police and all sorts of non law-enforcement government agencies.
If their position is these are "tools of war" meant to kill efficiently that have no place in our communities, then no government personnel should have them either, except military.
This desperate flailing by the State was clearly not thought through at all. If all that is protected is guns "commonly used for lawful self defense", then the Second Amendment does not protect bolt action rifles, double barrel shotguns, and other fudd guns.

The difference in muzzle velocity makes no practical difference in how fast you can fire again.
