The Heat could have been able to make easily the best offer for Giannis (4 firsts, Ware, Herro, 1 other player) if the NBA had simply done the right thing and given the Heat its pick back for being the victim of what would be a crime in any other real-life transaction (withholding key information that devalues the asset you're receiving). What NBA and Charlotte did to Heat, to me, is more egregious than other things that trigger punishment from leagues - early contact with a free agent; Spygate (not uncommon), etc.
