Your Google drive and Google photos
Make sure you empty their trash too,
Then turn off automatic backup, problem solved

If it's getting filled, you have two solutions,
1. Manually stop the automatic backup, you can easily access this from your Google drive and Google photo apps on your phone

2. Delete old heavy files from Google photos/drive to get more space
