Alternative theory: The @FCC' s desire to avoid resolving the issue of ownership by women and minorities, which has been part of the remand issued by 3rd Circuit in each of the 4 losses to @prometheusradio has resulted in significant setbacks for the agency's failed policies.
The @FCC's cert petition in @prometheusradio v. FCC is primarily complaining about how the Third Circuit has been mean because the agency can't figure out a viable minority ownership policy.

As Iheart blows on the smoldering ashes of the not quite destroyed Clear Channel empire by eliminating local talent, we should remind the @FCC that the company, once a poster-child for the benefits of media consolidation, has continually undermined the localism policy objective.
